Mix ground chicken, Parmesan, and breadcrumbs in a bowl. Add garlic, egg, milk, parsley, oregano, onion powder, salt, and pepper. Stir until just combined (avoid overmixing).
Divide mixture evenly into the muffin tin, pressing gently to shape.
Bake for 20–25 minutes, or until golden and cooked through.
Top each meatloaf with marinara sauce and mozzarella. Return to the oven for 5 minutes, or until cheese melts.
